Lumo Homes, Finland’s largest private provider of rental housing, is tightening its measures to safeguard residents’ right to peaceful living. The number of disturbance reports submitted by residents has increased significantly in recent years. While Lumo Homes received 3,000 disturbance reports in 2022, the figure is expected to reach 7,000 this year.
The issue is, above all, about responsibility toward residents who behave appropriately and respect their neighbours. To address the situation, Lumo Homes will begin using lease termination procedures in serious disturbance cases instead of relying on lengthy notice periods. The objective of these changes is to ensure that one disruptive resident cannot undermine the comfort, wellbeing, and sense of security of others living in otherwise clean and well-functioning residential buildings.
“An increase in disruptive behaviour is a worrying phenomenon that has a significant impact on people’s fundamental sense of safety. Going forward, we will intervene more readily in disturbances and act more swiftly to ensure residential peace and cleanliness. A home should be a place where everyone can feel comfortable and safe,” says Tarik Ahsanullah, new Public Affairs Manager at Lumo Homes.
When disturbance reports previously most often stemmed from weekend parties and alcohol use, they are now increasingly linked to drug use and violent behaviour.
Disruptive residents may be required to leave up to three times faster than before
In the future, residents causing disturbances may be required to vacate their homes up to three times faster than previously. Instead of terminating a disruptive resident’s lease through the standard notice procedure, Lumo Homes will issue a lease termination warning. Following such a warning, the resident may be required to leave after the next serious disturbance. The change is also supported by legislative amendments entering into force at the beginning of October, which, among other things, enable fully electronic processes related to residential tenancy agreements.
“Ensuring residents’ safety and continuously improving customer satisfaction are at the heart of our strategy. Our goal is for residents to remain with us for as long as possible. That is why we do not want disruptive behaviour to drive well-behaved residents to terminate their leases,” Ahsanullah says.
Lumo Homes’ commitment to customer satisfaction is also reflected in its intention to continue offering notice periods that are longer than those required by law. As a result, the company plans to retain a six-month notice period in its tenancy agreements, even though the update to the Act on Residential Leases will shorten the landlord’s default notice period to four months.
“As the profile of rental housing is changing rapidly in Finland, we want to continue developing rental housing services, living comfort, and residents’ sense of security in line with our strategy. Residents who fulfil their obligations and act responsibly will continue to benefit from stability and security in their housing, while disturbances will be addressed more firmly than before,” Ahsanullah summarizes the changes.
