Lumo Homes plc is currently implementing a large-scale project in which apartment-specific remotely readable water meters are being installed in approximately one third of its housing stock. The project, which began in autumn 2025, covers around 13,000 apartments across Finland and aims to enable consumption-based water billing and improve transparency in water usage.
The introduction of apartment-specific water metering is one of the most significant sustainability initiatives undertaken by Lumo Homes in recent years. The initiative is driven by resident demand, legislative changes, and the need for more precise management of housing costs.
Several reasons for the change
Lumo Homes plc had been exploring the possibility of introducing apartment-specific water metering in its existing housing stock for some time. Based on preliminary studies, over 13,000 apartments already had either mechanical meters installed or provisions in place for their installation.
However, the most significant driver for launching the project was strong resident feedback from an extensive sustainability survey, in which Lumo residents expressed a clear preference for consumption-based water billing. The decision was further accelerated by recent increases in water and heating energy costs, with water costs rising the most relative to other housing expenses.
Legislative changes introduced in 2021, which require billing based on actual consumption in permitted construction projects, along with positive experiences from newly completed properties, also supported the decision to proceed. Following a competitive tendering process, Smartvatten Verto water metering systems – manufactured in Finland and carrying the Key Flag Symbol – were selected, with Smartvatten Oy appointed as the project delivery partner.
“This project is exceptionally large in scale in Finland. Apartment-specific remotely readable water meters provide property owners with accurate data on water consumption and enable consumption-based billing, encouraging savings in both water and energy,” says Sales Director Hanna Kellokumpu from Smartvatten.
Project already more than halfway complete
The installation of water meters began in September 2025. To date, the project has progressed beyond the halfway point, with water meters installed in over 8,000 apartments. Project management is handled by Smartvatten, with installations carried out through its partner network.
Installation sites are located across Finland, including the Helsinki metropolitan area, Jyväskylä, Kuopio, Oulu, Tampere, and Turku.
“Apartment-specific water metering is an important sustainability measure that allows our residents to influence their water consumption and, consequently, their housing costs. It is fair that everyone pays for their own water usage. This encourages more precise and responsible water use among our residents,” says Unit Director Pasi Kujansuu from Lumo Homes.
According to current estimates, the installation project covering approximately 13,000 apartments will be completed by August 2026, with all remaining apartments transitioning to consumption-based water billing during the autumn.
“Cooperation with Smartvatten has been smooth, and the project has progressed on schedule. Some minor surprises have occurred along the way, which is normal in a project of this scale. However, all challenges have been resolved through seamless collaboration and clear resident communication,” Kujansuu concludes.
Residents of Lumo homes can monitor their water consumption via the digital My Lumo service, where they can view daily water usage data as well as cumulative consumption and billing for the current month.
